WORKING GROUP STATUS SUMMARY

Last fall, County Parks was able to acquire funding and contract with Philip Williams & Associates, Ltd. (PWA) to assist the working group in determining the “resting” shoreline position and the preparation of long-term park alternatives that would maintain levels of service similar to the existing park.

Jeremy Lowe, with PWA, has completed the resting shoreline analysis utilizing information presented in a history of aerial photos of the park, the influence of historical events that have affected the sand supply at the park, wave energy, and the layout of the shoreline itself along this section of coastline.  PWA has consulted with Mr. David Revell throughout their process to utilize Mr. Revell’s study material regarding down coast sand transport.  The results of PWA’s analysis show the resting shoreline at a position inland from its current position.

County Parks tasked PWA with developing alternative park designs that would allow for the “ebb and flow” of the beach while providing park facilities equal to those existing on site (ie; parking, lawn area, picnic facilities, restrooms).  PWA was also requested to include alternative design scenarios which protect the existing facilities in their current location through means of ongoing beach nourishment and park/ beach stabilization measures.  Initial and 20 year costs for each alternative have also been developed and are provided below.

On June 22, 2005, Jeremy Lowe and David Revell will present to the working group, the current and predicted state of the shoreline, the methodology used to determine the resting shoreline and alternative long term park scenarios.

The working group will hear these presentations, have an opportunity to ask questions regarding the presentation and adjourn until a later date at which time the working group will be tasked with making a recommendation that staff will present to the Park Commission and Board of Supervisors for authority to commence the environmental review process.
